A programme of action

We demand immediate formal commitment by Camden to the principle of renovation instead of redevelopment. 

We want agreement for formal negotiations between the Council and the TVA to be started now to work out how the following proposals can be implemented:

1.  Tolmers Village to be declared a Housing Action Area under the new legislation. This would mean:
a)  All neglected property to be acquired by the Council by CPO (Compulsory Purchase Order)
b)  100% low interest government loans for housing.

2. Immediate repairs to be started on all property which needs it.

New homes, shops and community facilities to be designed and built on vacant sites now. **

3.  A public meeting to elect a managing body for a Tolmers Village Housing Association (TVHA)

All property (other than owner occupied) to be leased by Camden to TVHA, who will manage it in the interests of local people.

4. Local construction cooperative to be set up to carry out immediate works at cost.

5. Immediate environmental improvement schemes to be drawn up between TVA and Camden Council.
a)  Traffic management, parking and unloading for local people
b)  Tree planting, benches for old people, play spaces for kids on vacant sites *
c)  Tolmers Square to be bought by CPO and made into gardens for residents. Access provided to St James’ Gardens*

6.  The Council to provide a community centre (such as the social service supplies building at 142 Drummond Street) for meetings, exhibitions and local events.

** This can be done under Part V of the housing Act 1967, Section 92.

* This can be done under either Housing Act 1957 Part III, Public Health Act 1875, Town & Country Planning Act 1971 /Section 112, Housing Act 1969 (section 32), or Smallholdings and Allotments Act 1908.
