The village people
There used to be be twice as many people living the Tolmers Village before planning blight and property speculation hit the area. Over 700 of us are still here. 25% have been in the area for over 20 years
By the time massive redevelopment would be completed most of the present population would also have been pushed out.
If there is no improvement those who can (not visible from here so assumed) will leave.
