Decay
Absentee landlords neglect their property in the area because they want to force it into being comprehensively redeveloped. This means vast profits for them. They have no interest in the present conditions under which people must live.
Years ago the Council declared our area for redevelopment. Land values went up in the meantime. The Council failed to buy any property in the area and neglected the property in already had. The Council caused the area to decay because it gave it no future.
